There are a few rules for radio talkers that many don't know or simply Ignore. One is saying "over" at the end of a transmission. A lot of people don't say it, and listeners accept the loss of carrier acompanied by silence as a tacit "over". Saying "out" at the end of a transmission let listeners know that you have ended the conversation and very well may have left the frequency. Some use "clear" instead. Others indicate the end of a conversation with "monitoring". The meaning of "clear" can mean the same as "monitoring, but could mean the same as "out". In other words, the meaning of "clear" isn't always clear. A station that declares itself as "monitoring" is finished with the current conversation but is standing by (to see what happens next).
